However, with the Warm Homes Agency now overseeing compliance and grants, remediation has become a vital part of maintaining a high-quality housing stock.
Under the Warm Homes Plan 2026, the government is moving away from "cheap and fast" installations toward a "fabric-first," quality-driven approach. If your properties don't meet the primary standards for fabric performance, you risk facing civil penalties of up to £30,000 per breach.
The Clock is Ticking: EPC C by 2030 for Landlords
For private landlords and social housing providers, the message is clear: all properties must reach an EPC Band C equivalent by 1 October 2030.
The new system, overseen by the Warm Homes Agency, isn't just about a single letter on a certificate. It’s based on four metrics, including fabric performance and smart readiness. In a PAS 2035 compliant world, you cannot improve the airtightness of a home without also improving the ventilation.
- Background Ventilation: Ensure trickle vents are correctly sized and actually open.
- Mechanical Ventilation: In high-moisture areas (kitchens and bathrooms), intermittent fans often aren't enough. Consider dMEV (decentralised Mechanical Extract Ventilation).
- The "Pulse" Test: Use Air Pressure Testing to identify leakage and ensure your ventilation strategy matches the home’s actual airtightness.
Advice #2: Bridge the Gap (Literally)
Thermal bridging is the "silent killer" of retrofit projects. A thermal bridge occurs when a material that is a poor insulator (like a concrete lintel) allows heat to bypass the insulation.
